Added support for resolution independent overlay sprites.

This is currenty all implemented in new settings file, which contains methods for retrieving a standard resolution and safe area, as well as some small scaling code in SpriteLayer.cs.

Fixed a bug in the entity tracking manager which resulted in different zoom levels for different resolutions.

Resolution: added some resolution independent code where it uses our test (800,600) resolution as the base and adjusts if different.

CameraMode dictates the maximum zoom. Corner screens zoom out a factor of 4, half screens zoom out a factor of 2.

Modified the cameras to use the devices backbuffer height/width instead of hardcoding 800/600. This way games can specify that size and the cameras display in the correct regions.
